Emmanuel Macron announces new measures against school bullying

Emmanuel Macron announced, on the occasion of the National Day of Mobilization against School Bullying, Thursday, November 18, new measures for the protection of victims and for “Let shame change sides”. Among the announcements are the strengthening of parental controls on screens used by children (strengthening which is already the subject of a bill) and the creation of a new application to help victims denounce the facts, in addition to the toll-free number already devoted to reports, 3018.

In the video he posted on social networks, the Head of State notes that, despite the initiatives taken, especially since the start of his five-year term, “Harassment is still rife at school, on social networks, without leaving any moment of respite to those who are victims”. “This is why we will continue to mobilize, in particular because the bullied students are often isolated and afraid. We must make it easier for them to report what they are victims of ”, he insisted.

Strengthen parental controls and raise awareness on social networks

Affecting nearly one in ten children, bullying has dramatic consequences, leading some young victims to kill themselves. The suicide of Dinah, a 14-year-old college girl harassed by her classmates a few weeks ago recalled the need to strengthen mechanisms to prevent acts of harassment and support action for victims. The President of the Republic and his wife, Brigitte Macron, had discussed it with children and adolescents at the Elysee Palace on November 4.

The Head of State announced Thursday that“In addition to the number 3018 set up, a 3018 app will be launched in February to allow victims and witnesses to send a screenshot of harassment situations so that they are even better supported”.

“We are going to strengthen the homes for adolescents, the reception centers for young people, the physical places with people who are there to hear and listen everywhere on the territory”, he added.

To help the children “To make better use of networks and digital technology”, the President of the Republic also announced that the State would launch “An experiment by delivering a digital awareness certification to sixth grade students from the start of the 2022 school year, with the idea, then, of generalizing from the following start of the school year”.

“Do not give in to the law of silence, indifference or shame”

At last, “Because this fight is collective, we are going to change the law to improve parental control, making sure that it is installed by default on all phones, computers, tablets used by children, as I announced there two years ago “, specifies Mr. Macron.

“We can win this fight against harassment by taking our responsibilities, by listening to our children, by relying on the remarkable work that associations do on a daily basis, on the mobilization of national education, which has profoundly changed in recent years, and we are going to accelerate it even further, it is possible ”, he assures. “It is possible, provided you do not give in to the law of silence, indifference or shame.
