The 09 telephone numbers will soon be cleared of all suspicion. Arcep plans to allocate them exclusively to companies in the context of conversations with their customers. Thus, scammers will no longer be able to use them to disseminate their schemes, as is mostly the case now.
Arcep does not only monitor operators to avoid abuses: the organization also has the mission of simplify users’ lives. This involves, among other things, assigning phone numbers which, although there are now many ways to communicate with someone, remain the source of many problems. A few months ago, the telecoms gendarme took an interest in number portability, which was still considered too complicated. Today, this one is tackling a big chunk: phone scams.
Indeed, many of us are now wary whenan unknown number starting with 09 is displayed on our screen. Very often, it is about individuals pretending to be a company or some organization, who invite you to call back a second number or, now a well-known combination, to use their CPF balance. To put an end to the misuse of these numbers, Arcep has a ready-made solution. The Authority wishes the redistribute in full to companies, in order to’“Establish conversations by messages between a brand and its customer”.

The numbers in 09 will soon be allocated only to companies
Arcep thus refers to these ephemeral discussions that can take place during the delivery of a package, an appointment with a private driver or an access code validation, to name just these examples. Thanks to this measure, the numbers in 06 and 07 will be entirely reserved for communications between individuals. Bouygues Telecom, Orange and SFR have already been testing this new allocation since June. The timing seems to be right: last year, we noted a 15% increase in the number of transactional SMS.
However, this measure poses a major problem. By reserving 09 numbers for companies, Arcep will generate a sharp increase in requests for numbering resources. Fortunately, the organization already has a solution. The latter wishes to increase the minimum number of number reassignment time to a range between 45 and 90 days. Currently, this period is between 3 and 6 months. Operators, professionals and individuals are called upon to vote on the measure until February 18, 2022.
